Mind’s Eye

This is referring to your own imagination and how you visualize (see) something in your mind.  This can refer to a person, place or thing.  Usually used to describe how you visualize something you have never  seen and possibly only heard described.

This is not a slang phrase, instead just a colloquial phrase.  This phrase does  not make sense when defined literally since there is no eye in your mind.  Since the phrase is describing how you see something in your imagination, it is acceptable to say that your mind does have an eye.
